(AP) ? The Obama administration put a stop to new federal contracts with BP on Wednesday, admonishing the British oil company for a "lack of business integrity" and also disqualifying it indefinitely from winning new leases to drill on taxpayer-owned lands.

A lengthy list of criminal counts against BP stemming from the Deepwater Horizon disaster in the Gulf of Mexico in 2010 prompted the Environmental Protection Agency to temporarily suspend new contracts with BP and its affiliates, the agency said. Existing contracts won't be affected.

"EPA is taking this action due to BP's lack of business integrity as demonstrated by the company's conduct with regard to the Deepwater Horizon blowout, explosion, oil spill and response," the EPA said in a statement.

Eleven oil workers were killed when a rig explosion sent oil gushing unabated into the Gulf in the largest oil spill in U.S. history. More than two years later, BP faces criminal proceedings and massive civil claims related to environmental damage. Wednesday's decision creates yet another obstacle in BP's uphill battle to revive its tarnished image in the U.S. and abroad.

The London-based company sought to minimize the effects of the suspension, and said it already is working with the government to resolve the concerns. BP said it has been informed by the EPA that an agreement that would lead to lifting the suspension is already in the works.

"The company has made significant enhancements since the accident," BP said in a statement, noting its efforts to adopt new drilling standards and highlighting its heavy investments in the U.S. economy.

A leading supplier of energy for the U.S. military, BP in September won two contracts with the Defense Department to provide almost $1.4 billion in fuel products over a yearlong period, according to federal contracting announcements. Those contracts, and any others already signed with other U.S. agencies, will remain in effect.

Of greatest concern to BP, analysts said, is the prospect of missing out on tens of millions of acres that the government plans to lease for drilling to oil and natural gas companies in the coming months. BP already is the largest deep-water leaseholder in the Gulf, the company said.

"This is really historic," said Amy Myers Jaffe, an energy expert at the University of California-Davis. "It's going to send a chill down the spine of the chairman of every company that operates in the United States, because it means if you don't get this safety question correctly, it can really dramatically affect your business."

The Obama administration's decision made BP ineligible to bid for leases hours before the federal government held a sale for drilling in more than 20 million acres offshore in the Gulf. Thirteen offshore companies submitted bids totaling more than $133 million. BP did not participate. The government's next sale is scheduled for March 2013 and will make 38 million acres available.

The EPA said a suspension is standard practice when a criminal case raises responsibility questions about a company. BP announced earlier this month that it will plead guilty to manslaughter, obstruction of Congress and other charges and will pay a record $4.5 billion in penalties. Attorneys and a federal judge will meet in December to discuss a plea date.

Environmental activists and lawmakers who have criticized BP heralded the suspension, calling it an appropriate penalty resulting from criminal behavior.

"When someone recklessly crashes a car, their license and keys are taken away," said Massachusetts Rep. Ed Markey, the top Democrat on the House Natural Resources Committee. "The wreckage of BP's recklessness is still sitting at the bottom of the ocean."

BP's optimism Wednesday that the suspension would be lifted quickly appeared to conflict with a complex set of steps the EPA said the company must take before the agency will begin to consider lifting the ban.

An EPA official said Wednesday that BP's plea agreement in the criminal case includes a provision for how BP can satisfy the government's concerns. That order, if the court accepts it during sentencing, would give BP 60 days to address the conditions that led to violations. If the government approves the plan, it becomes part of BP's criminal probation.

Even once the criminal case is resolved, the suspension still could remain in effect as a civil case against BP goes forward, said the EPA official, who spoke on condition because the official was not authorized to discuss terms of the agreement publicly. BP's resistance to billions of dollars in civil penalties might be seen as a sign it still hasn't taken responsibility for the disaster.

BP faces huge claims covering the billions of dollars in civil penalties the U.S. government and the Gulf states are seeking because of environmental damage. A trial is scheduled for early next year, although negotiations to reach a settlement have been under way. Attorney General Eric Holder has said the government intends to show in the civil case that BP was grossly negligent in causing the spill.

Shares of BP PLC, the parent company, initially dropped on the New York Stock Exchange when the Obama administration announced the suspension, but had recovered by the close of trading Wednesday.

"How big this is depends on how long it lasts," said Phil Weiss, an analyst at Argus Research, adding that if BP misses out on multiple sales of public lands, "it's a much bigger concern."

As chief customer officer at Enterasys, an Andover, Mass.-based enterprise networking company, Vala Afshar has piled up 81,800 tweets ? about 130 per day ? ?since signing up for an account in early 2011. His Twitter feed reads like a constant stream of daily affirmations and insights about management and marketing.?But for Afshar, who doubles as Enterasys?s marketing chief, being a social junkie is no gimmick. ?He?s using the platform, he says, to create a culture of transparency, which leads to engaged frontline employees, and, in return, top-notch customer service. It?s also the backbone of what he calls a ?social business.? The co-author of The Pursuit of Social Business?talked to The SmartVan about how field service organizations stand to gain by embracing the same idea.

The SmartVan: What is a social business?

Vala Afshar: A social business is not about social media or social tech ? it?s about a mindset of inclusiveness and shared compatibility. Not one of us is as smart of all of us. You have to have a collaborative mindset to deliver solutions that matter to customers. And happy employees translate to happy customers. The reason for our success at Enterasys has been our culture, our transparency. We believe communication improves culture.?

How exactly have you implemented a social culture at Enterasys, and what have been the results??

In 2010 Salesforce introduced Chatter, a social technology for the enterprise. We were one of the first companies to implement it. Employees connect to you and follow you just like in Facebook. We offer Chatter in our customer service and support space. We created tech groups: a wireless group, a routing group, etc. Field personnel and engineering personnel can be part of these groups. If a field worker has a question about wireless, they can chat about wireless and about a solution in real time. By using this ecosystem, we are able to improve contact culture. We can publish a response and solution to any scenario. Social collaboration improves delivery. This has led to $1 million a year in terms of cost savings. There is less need to hire additional staff and there are efficiency gains in processing cases.

How does social business relate to field service?

In the service world, companies are challenged in terms of a new complexity of technology. There?s a shift that?s happening where it?s less and less about the product and more and more about solutions. How do you solve the problem? The support department is no longer siloed ? it is now a process. You have to connect the engineer with the field worker and IT department. You have to connect frontline employees with service personnel. You need more and more frontline employees to have access to information in real time.

Studies show that customer loyalty and commitment is no longer about customer satisfaction. The execution of service is linked to loyalty. The faster you deliver a solution the more likely you?ll have customer loyalty. Social has helped us improve this business agility.

How do you create a culture among a dispersed workforce??

There are critical success factors for social business satisfaction and superior customer support: First there is culture. For culture you need people. You need to hire for attitude and train for aptitude. If person has passion to serve, you are winning as a business. The company?s brand is the frontline employee. Trust the people you hire and trust them to do the work. A social mindset is where there is clear transparency. Then there is process. If you are process-heavy, you are not a social business. Social business is about agility. It?s counterintuitive ? you have to shift from command-and-control to collaboration and co-creation. Define a lean process first, then find the tech to support it.

So how does tech fit into all of this?

Tech shrinks the ecosystem. After this interview, I?m going to get on Chatter and say I had great talk with The SmartVan. My 500 followers will see it and some will chat back. I will get on Twitter and other folks from Twitter will see it. Over time people will ? hopefully ? find you interesting and compelling. Tech is a pull that gets us more connected. Regardless of whether you are under one roof or in the field, communication improves culture. Mangers have to be interested in their employees? work. It means you have to stretch yourself. Collaboration is not easy. Social tech helps you connect and have a better understanding of field personnel. It helps overcome field elements in terms of transparency and communication.

What?s the future for service organizations?

Companies that are not social and not embracing mobile are going to put the field service profession in real trouble. Social and mobile is about a lifestyle now. The customer is driving it and service organizations need to adapt. Leadership is conversation and you have to be where the conversation is. Customers spend time on social networks and you want to deliver messages where you think the user will be.?My customers can send a tweet on Twitter asking for advice and I can respond. My guess is three to four years from now, we will all be collaborating in real-time video.?

We are also going to see more machines talking to social networks. When a component fails, the machine sends a social message on Facebook, Twitter or Chatter to the closest service station, along with the customer. That?s the future of service delivery ? social machines communicating to call centers and field personnel in real time. The future of social business is not just people, it?s people and products.?

Disney Channel to debut 'Sofia the First' Jan. 11

NEW YORK (AP) ? Disney says its animated children's series "Sofia the First" will premiere Jan. 11 on the Disney Channel and Disney Junior networks.

Created for kids ages 2 to 7, "Sofia the First" is about a young girl who becomes a princess and learns that honesty, loyalty and compassion are what makes a person royal.

Sofia is voiced by "Modern Family" actress Ariel Winter, and her mother is played by "Grey's Anatomy" star Sara Ramirez.

Last week's premiere of the "Sofia the First" animated movie drew a total audience of more than 5 million viewers. It was the year's top-rated cable TV telecast among kids ages 2 to 5.

In the series' debut episode, Sofia strives to become the first princess to earn a spot on her school's flying derby team.

Leading U.S. Democrat Durbin embraces future Medicare reforms

WASHINGTON (Reuters) - Assistant Senate Democratic Leader Dick Durbin, one of U.S. President Barack Obama's leading allies, urged fellow liberals on Tuesday to consider reforming the Medicare and Medicaid healthcare programs that they have long fought to shield from cuts.

"Progressives should be willing to talk about ways to ensure the long-term viability of Medicare and Medicaid" programs for the elderly and poor, Durbin said in excerpts of a speech he is to deliver later in the day.

Most Democrats have avoided talking about cutting these two "entitlement" programs, which have been adding to U.S. budget deficits because of the growing numbers of participants and escalating healthcare costs.

Instead, Obama and Democrats in Congress mostly have stressed the need to raise income taxes on the wealthy as part of renewed efforts to reduce budget deficits that have topped $1 trillion in each of the past four years.

Lately, Durbin has made high-profile remarks about eventually reducing Medicare and Medicaid costs, just as Republicans have begun talking about raising revenues as part of a tax overhaul effort next year.

On Sunday, Durbin raised the possibility of Democrats accepting Medicare reforms to make higher-income seniors pay more for their care. He made his remarks on ABC's "This Week" program.

The Illinois senator said, however, that the debate over Medicare and Medicaid should not be part of the more immediate negotiations on averting the "fiscal cliff" of steep tax hikes and spending cuts.

"Meaningful reforms can protect the vulnerable and improve care and efficiency, leaving the programs stronger for future generations," Durbin said in excerpts of the speech he is to deliver at the Center for American Progress, a liberal think tank.

Durbin's remarks sought to foster productive talks aimed at averting on January 1 the fiscal cliff, the start of about $600 billion worth of tax hikes and automatic spending cuts that could shove the nation into a recession early next year if allowed to go forward.

The key battle pits Republican demands for deep spending cuts against Democrats' insistence on tax hikes for the wealthiest Americans.

"We can and we should avoid 'the fiscal cliff' by acting now - before January 1st - to extend middle class tax cuts for 98 percent of the American people and allow the tax cuts to expire for those earning over $250,000 a year," Durbin said.

Republicans could block any bill that does not extend all tax cuts. But after January 1, with all tax cuts expired, Democrats could draft a bill that cuts taxes only for those earning up to $250,000, cranking up pressure on Republicans to go along.

Durbin said decisions on Medicare and Medicaid should not be put off too long.

"Putting the discussions off indefinitely makes our choices harder, our success less likely and negative effects on current beneficiaries a near certainty," he said.

Syrian jets bomb rebel base near Turkey border

BUKULMEZ, Turkey (Reuters) - Syrian warplanes bombed a rebel headquarters near the Turkish border on Monday, missing their target but sending hundreds of Syrians fleeing across the frontier.

The attack on the Free Syrian Army base in Atima, 2 km (1 mile) from the border, came a day before Turkish and NATO officials were due to start assessing where to station surface-to-air missiles close to the 900 km (560 mile) border.

Turkey, a major supporter of insurgents fighting to oust President Bashar al-Assad, has repeatedly scrambled jets along the joint border and responded in kind when Syrian shells have landed inside Turkey.

But Ankara, rejecting Syrian complaints that the Patriots were "provocative", stressed they would be used only to defend Turkish territory, not to create a no-fly zone inside Syria that rebels want to neutralize Assad's massive air power.

Describing the bombing of the FSA base, opposition activist Ahmed, who lives within a few blocks of it, said: "Two Syrian fighter jets came and fired five rockets. Three have hit farm areas and another two hit buildings near the base."

Monday's strike was one of the closest to the Turkish border carried out by Syrian jets. Ahmed said it was the first time they targeted the FSA base set up by senior rebel Mustafa al-Sheikh when he crossed over to Syria from Turkey two months ago.

Rebels fired anti-aircraft guns at the jets but they were flying too high to be hit, activists said. "I think the reason for the raid may have something to do with increased weapons movements (from Turkey)," Ahmed said.

Several hundred Syrians fled into Turkey after the raid and were being taken care of by the Turkish army. At least two wounded people were taken across the border.

The Turkish Anatolian news agency said an anti-aircraft shell fired during clashes in another Syrian border town, Harem, hit the roof of a house in the Turkish district of Reyhanli, causing no casualties.

After 20 months of conflict, rebels have been tightening their hold on farmland and urban centers to the east and northeast of Damascus, and have seized a string of military bases in the past 10 days.

PATRIOT DEPLOYMENT

A joint Turkish-NATO team will start work on Tuesday assessing where to put Patriot missiles, how many will be needed and the number of foreign troops to be sent to operate them.

Turkey is reluctant to be drawn into the fighting, but the proximity of Syrian bombing raids to its border is straining its nerves. It is worried about its neighbor's chemical weapons, the refugee crisis on its border, and what it says is Syrian support for Kurdish militants on its own soil.

Activists say more than 40,000 people have been killed in Syria's civil war, which started with peaceful demonstrations for reform but grew into demands for the overthrow of 42 years of dynastic rule by Assad and his late father, Hafez al-Assad.

Attacks by mainly Sunni Muslim rebels against Assad's forces have become increasingly effective and deadly. The president, from Syria's Alawite minority which is linked to Shi'ite Islam, has responded with devastating artillery and air bombardment.

Hundreds of thousands of Syrians have fled their country and more than 2 million more have been displaced. The opposition said last week $60 billion would be needed for reconstruction.

The military installations rebels have captured in the last 10 days include a major facility in the northern province of Aleppo and several bases around the capital Damascus.

EUPHRATES DAM CAPTURED

On Monday activists said rebels took control of the Tishreen dam on the Euphrates river, east of the city of Aleppo. Internet video footage showed gunmen inside what appeared to be the control room, undamaged following the rebel capture.

Other footage showed rebels opening up ammunition boxes, including one marked RPG (rocket-propelled grenades), which they said were seized from Assad's forces holding the dam.

On Sunday rebels said they had captured a helicopter base east of Damascus, their latest gain in a battle that is drawing nearer to Assad's seat of power in the capital.

The Marj al-Sultan base, 15 km (10 miles) from Damascus, is the second military facility on the outskirts of the city reported to fall to Assad's opponents this month. Activists said rebels destroyed two helicopters and taken 15 prisoners.

"We are coming for you Bashar!" a rebel shouted in an internet video of what activists said was Marj al-Sultan. Restrictions on non-state media meant it could not be verified.

The rebels have been tightening their hold on farmland and urban centers to the east and northeast of Damascus while a major battle has been under way for a week in the suburb of Daraya near the main highway south.

"We are seeing the starting signs of a rebel siege of Damascus," opposition campaigner Fawaz Tello said from Berlin. "Marj al-Sultan is very near to the Damascus Airport road and to the airport itself. The rebels appear to be heading toward cutting this as well as the main northern artery to Aleppo."

Assad's core forces, drawn mainly from his Alawite sect, are entrenched in the capital.

Falcons overcome mistakes to beat Buccaneers 24-23

TAMPA, Fla. (AP) ? No one has led more late game-winning drives during the past five seasons than Matt Ryan, who has kept the Atlanta Falcons flying high with five fourth-quarter rallies this year alone.

Matty Ice did it again Sunday, throwing for 353 yards and overcoming two critical turnovers to stop Tampa Bay's four-game winning streak with a 24-23 victory.

The Falcons (10-1) kept pace with the Houston Texans for the NFL's best record, and Ryan had plenty of help in withstanding a challenge from the up-and-coming Buccaneers (6-5).

"They are playing with a lot of confidence," said Ryan, who has won seven of his past eight starts against the Bucs. "It's always been a tough place for us to come play. They play with great effort, and I think they have a good football team."

Ryan teamed with Julio Jones on an 80-yard TD midway through the third quarter, but the Falcons found themselves trailing 23-17 after the Bucs marched for a touchdown, then used a sack-fumble to set up a field goal that left Atlanta needing another strong finish from their quarterback.

Ryan obliged by a leading a six-play, 64-yard march that Michael Turner finished with a 3-yard TD run that put the NFC South leaders ahead for good with 7:55 remaining.

Connor Barth missed a 56-yard goal for Tampa Bay (6-5) in the closing minutes, and the winning streak that's helped the Bucs climb back into playoff contention following a slow start ended when Josh Freeman's desperation pass fell incomplete in the end zone on the final play.

"The last drive, that's something we've done before this season," Falcons tight end Tony Gonzalez said. "I really think that's a positive for us to be able to come up with plays like that when we have to like that. ... I'm really happy with the way we responded."

It's getting to be a way of life. Ryan has also led late marches to beat Carolina, Washington, Oakland and Arizona this season and has put together 21 game-winning drives in the fourth quarter or overtime since entering the league in 2008 ? four of them against the division rival Bucs.

The Falcons won't have long to celebrate this one. The host the New Orleans Saints Thursday night in a rematch of the only game they've lost.

"Ten-and-1 is great, but I'll tell you what I've said since the beginning of the season: We're just jockeying for position," Gonzalez said. "We just want to put ourselves in the best position, playing the best football. Right around this time is when you want to start gelling as a team and take it on into the playoffs because that's the most important thing."

The win stopped the Bucs, who've won five or seven following a 1-3 start, from tightening the NFC South standings. Turner also scored a fourth-quarter TD that helped the Falcons overcome six turnovers to beat Arizona 23-19 last week.

Doug Martin scored on a pair of 1-yard run for the Bucs, however the rookie who began the day leading the NFL in total yards from scrimmage was limited to 50 yards rushing on 21 carries.

Barth kicked field goals of 22, 42, and 48 yards, the latter giving the Bucs their six-point lead after cornerback E.J. Biggers sacked Ryan to force a fumble. Ryan threw a second-quarter interception ? his sixth pick in two weeks ? that led Barth's field goal that made it 10-10 at the half.

The Falcons drove to the Tampa Bay 4 in the closing seconds of the half, but wasted an opportunity to regain the lead when Matt Bryant hooked a 22-yard field-goal attempt wide left as time expired. The Atlanta kicker missed a 48-yarder with 8 seconds left, giving the Bucs one more chance to pull out what would have been their first signature victory under first-year coach Greg Schiano.

"It was a hard-fought game by both teams, a very physical game," Schiano said. "But I do think missed opportunities were a big part of it. There were some chances both offensively and defensively, and in the kicking game."

Freeman finished 19 of 30 for 256 yards, and Vincent Jackson had five catches for 96 yards. A big factor in the loss, though, was Atlanta's held the Bucs to field goals after each of Ryan's turnovers, once after Tampa Bay had 1st-and-goal at the Atlanta 3.

"I thought our defense did an outstanding job again. They were put in some tough situations after turnovers," Falcons coach Mike Smith said, adding that slowing Martin was one of the keys to the game as well.

"We knew it was going to be one of our 'musts,' and I thought we did a nice job," Smith added. "I thought we played the run extremely well, controlled the line of scrimmage. That is an outstanding running back."

Notes: Falcons starting cornerbacks Asante Samuel (shoulder) and Dunta Robinson (head) left the game with injuries in the third quarter. ... Ang Lee talks about risks, spirituality of "Life of Pi"

NEW YORK (Reuters) - Gay cowboy drama "Brokeback Mountain" may have been considered a risky film to make, but director Ang Lee said his new movie, "Life of Pi," a 3D exploration of faith about a boy stranded on a boat with a Bengal tiger, is his riskiest yet.

The film, which was released in U.S. theaters this week, is adapted from Yann Martel's best-selling novel of the same name and was once considered impossible to make.

Oscar-winning Taiwanese director Lee, 58, took on the laborious task of using computer-generated imagery to bring the sensational plot to the big screen, taking a year and a half just to edit the film together.

The director talked to Reuters about the film's themes, technical barriers and casting an unknown actor in the lead.

Q. Why was "Life of Pi" considered unfilmable?

A. "Because you cannot make the tiger do everything you want to do, you have to use digital. A digital animal, up until two years ago, was not totally realistic yet, let alone in 3D, and then water is pretty difficult."

Q. Was this your most difficult filming experience yet?

A. "Oh yes. And it was also the longest...there was the technical difficulty and then it is a big movie. And it was across continents, I finally decided to shoot most of it in Taiwan, but we also had to go to India to shoot for two to three weeks. Because you can't fake Pondicherry, and Munnar. And then we have scenes in Canada."

Q. But Brokeback Mountain was a risky film too?

A. "No, that wasn't for me. At least when I made it, I thought it was strictly arthouse and few people would see it. And it's a lot cheaper (to make). So I didn't care...And then I got nervous, 'Oh they are going to lynch me, making a gay cowboy movie, that will go into a shopping mall.'"

Q. It was only after you made it you realized that?

A. "Yes, I was afraid. I was looking around when I walked, when I would go home, to see if anybody was following me. Once it hit the shopping mall I was nervous, actually. My brother is a distributor in Taiwan and I told him not to buy it. He hates me to this day, he is still babbling about it."

Q. Why choose unknown Suraj Sharma to play Pi?

A. "I wanted someone authentic, and no bad habits, that means you have to train them from the start. "

Q. Why did you replace Tobey Maguire and reshoot his scenes with the little-known Rafe Spall?

A. "It was a small part, and he is a big movie star. He is a good old friend of mine and he would do this for nothing, for me. But he is not doing anything (in the role), he is just sitting there listening most of the time. It becomes a little distracting I think."

Q. How does the film explore spirituality?

A. "To me, faith can be elusive, but .. As a Taoist would say, 'That's the apple's truth.' The source of all the material comes from nothingness, illusion is working more on things you can prove. That's the principle, the essence of life, it is actually an illusion, not immaterial. That's worth pursuing. So illusion is not nothing. In a way, that is the truth."

"Sometimes I feel (illusions) are more of life's essence, I can trust them more than real life that is full of deceit and covering up."

Q. Did exploring faith encourage you to make this?

"The book is fascinating, it talks about faith. But it didn't make me believe in God or anything...I didn't go to church or a temple after that. When I started making the movie, you do feel faith embody you and carry you through. But when I picked the subject, and chose to do the book, it was actually more storytelling in my mind. The value of storytelling. How people share a story. Because a story has structure, it has a beginning, middle and end. It seems to have meaning, where life has not."

Q. Do you practice any religion?

A. "No, my mother is a baptized Christian, so she made me go to church every Sunday, and I prayed four times a day until I was 14. And at lunchtime kids at school would giggle at my praying...I stopped praying. And two weeks later, nothing happened to me, so I didn't pick it up again."

"I am not particularly religious. But I think we do face the question of where God is, why we are created and where does life go, why we exist. That sort of thing. And it is very hard to talk about it these days, because it cannot be proven. It is hard to discuss it rationally."

Q. Do you consider yourself spiritual?

A. "I hate to think life is just facts and laws. And I am a filmmaker, I am a sensitive person, I like to think it is spiritual, so I like people to be more in that way. I think life without spirit is in the dark, it is absurd. Call it illusion or call it faith, whatever you call it, we have emotional attachment to the unknown. We yearn to find out. That is human nature. It can be, in a way, unrequited love, we don't know. I don't have a particular God I pray to, except sometimes a movie god." (laughs)

The General Synod's daylong debate ended with the rejection of a compromise that was intended to unify the faithful despite differing views on whether women should be allowed in the hierarchy. But backers failed to gain the necessary majority by six votes.

"There is no victory in the coming days," said Rev. Angus MacLeay. "It is a train crash."

The defeat was a setback for Archbishop of Canterbury, Rowan Williams, who retires at the end of December, and his successor, Bishop Justin Welby. Both had strongly endorsed a proposed compromise that would have respected the decision of those who objected to the ordination of women bishops.

Instead of ending decades of debate on the issue in the church, the narrow defeat opens the church, which has around 80 million members worldwide, to further years of internal discussions. It also forms an uncomfortable backdrop to the start of Welby's leadership. He is due to be enthroned in March.

Passage of legislation to allow women to serve as bishops must be approved by two-thirds majorities in the synod's three houses: bishops, priests and laity. Some took heart in the fact that both the bishops and the clergy voted overwhelmingly in favor. But among the laity, the vote fell short, with 132-74.

"This leaves us with a problem," said Bishop Graham James of Norwich. "Forty-two out of 44 dioceses approved the legislation and more than three-quarters of members of diocesan synods voted in favor.

"There will be many who wonder why the General Synod expressed its mind so differently," James added.

Rev. Rachel Weir, leader of Women and the Church, said the group was "absolutely devastated."

"Obviously this will be an enormous blow to clergy women, it's awful for their morale ? but it's a disaster for the Church of England."

Despite the vote, several bishops noted that a woman, Queen Elizabeth II, is the church's supreme governor.

It has been 36 years since the General Synod declared it had no fundamental objection to ordaining women as priests, and 18 years since the first women were ordained. But that change never won universal acceptance in the church, with a determined minority arguing that that the move was contrary to the Bible.

That group, affirming what it sees as the Biblical idea of male "headship," has demanded special arrangements to shield it from supervision by female bishops.

Synod members were voting on the latest compromise. It called for church leaders to "respect" the position of parishes that oppose female bishops ? without saying what "respect" would mean in practice.

"The trouble is our disagreement is absolute: either a woman can be a bishop, or she cannot," said Rev. Janet Appleby, a parish priest who drafted the compromise.

But she added that "respect ... ensures that parishes that are unable in conscience to accept women priests and bishops will be able to receive appropriate ministerial and episcopal oversight."

But some found fault with the measure itself. Canon Simon Killwick from Manchester argued that it was "possible to be in favor of women bishops in principle, but to believe that this was the wrong legislation for introducing women bishops."

Church officials say it may take five years to go through the process of taking new legislation to a final vote.

There was much talk from opponents about fresh negotiations, but few ideas about how to resolve the split. Bishops called an emergency meeting for Wednesday morning to assess the result, church officials said.

"We all think something different is right," said Rev. James Dudley-Smith. "We are divided and yet today we are forcing ourselves to vote."

Sister churches of the Anglican Communion in Australia, New Zealand and the United States already have women serving as bishops.

Southern Africa joined that group on Sunday with the consecration of Ellinah Wamukoya as the Anglican bishop of Swaziland.

Q. Transgendered Husband: I believe transgendered people should be treated with the same respect and imbued with the same rights as cisgendered people. I have always felt this way, and I have several transgendered friends. Then my husband, whom I love very much, told me he wants to become a woman?or, she has always felt like a woman trapped in a man's body, and if she doesn't begin transitioning, she will be emotionally crippled. Initially, I promised to remain married to her during her transition and for some time afterward, to give our marriage a chance to adjust to her transition and sex change. It has been three months, and as much as I love my husband, I am miserable. To a certain extent, my love for my husband is rooted in his manhood. The more my husband transitions into becoming a woman, the less romantic love I feel for her. I just don't think I can remain her wife. I am heartbroken and feel as though I am a widow, which sounds so dramatic. My husband is emotionally fragile right now, because she's lost some important people to her because of her transition. Everyone commends me for supporting her and sticking with our marriage, so I feel like a fraud now too. She loves me so much; I cannot imagine how to tell her I want a divorce, that she has lost me because she is transgendered. Or is it better to be a bad person and leave? And yes, I am seeing a counselor.

A: Of course people change and grow during the course of a marriage. Marriage would be stiflingly dull if that wasn't the case. But if your husband confesses to you he plans to start growing breasts, he has so materially changed the contract of your marriage that I completely understand that you feel the husband you knew has died. In a way, he has and is being reborn as someone new, and you are not obligated to stay in the marriage under those circumstances. People would not expect you to stay (and you probably wouldn't) if he said he realized he was gay, or he wanted to enter into a polygamous relationship. This feeling he is a woman trapped in a man's body is not a new discovery for him, and he withheld absolutely crucial information from you prior to your marriage. It's great that you still love him and want to be an emotional support for him. But you must be emotionally fragile too, and there is nothing wrong with your realizing your husband's change of life requires you to make your own.

Dear Prudence: Sex Offender at the Kids Party

Q. Relationship: When my fianc? and I first started dating, he confessed that he had slept with his female cousin when he was younger. (He is now 27.) I found it odd but assumed that they were teenagers when it happened. My boyfriend is now my fianc?. I recently found out that he and his cousin slept together as recently as 2007 after which they both got married. I also found out that they had an ongoing sexual relationship, not just a onetime thing. The problem is that we see this cousin fairly regularly. She always calls on him for help?particularly when she and her husband are fighting. I'm having a hard time getting over his past so that I can be comfortable with this cousin. Also, the cousin's husband has no idea that the two of them hooked up during periods when he and the cousin were broken up. Now I am an unwitting participant in the keeping of this secret. I'm devastated and worried that I won't be able to get past it. As it stands, I want to avoid family functions so that I don't have to see her. Any advice?

A: If I'm reading you right your fianc? is only 27 and already heading toward his second marriage. He also is continuing a weird emotional connection with a cousin whom he has been sleeping with since they were, what, teenagers? The cousin's husband doesn't know about this on-and-off affair and you see her often because she's really emotionally needy. You yourself are young, so I think you should take a bunch of steps back?putting the wedding on hold if need be?to assess what kind of mess you are getting yourself into.

Q. Bullied Daughter: My daughter, Lily, who is in the eighth grade, has a classmate that is mean to her. This is a new girl in school and has "joined" the group of friends that my daughter hangs out with. Lily says that when she sits down at the cafeteria table to join everyone, Elizabeth makes everyone stand up and move to a new table, leaving Lily all alone. I asked Lily why the other girls would do this and she states they are all afraid that Elizabeth will get mad at them if they don't. This breaks my heart. Do I say something to the principal or just let things work themselves out on their own?

A: This is a grotesque level of shunning and needs to be dealt with. Absolutely tell the principal because Elizabeth needs to be reined in, pronto. This is not going to magically make everything wonderful for your daughter; there likely will be some blowback. So she needs to find new friends?possibly through new school or outside activities. Tell her as painful as all this is, she should keep her head up and not engage in the kind of put-downs and back-biting the means girls indulge in. It's likely that eventually Elizabeth's little acolytes will come to see her in a different light and they will remember your daughter never sunk to her level.

Q. Pregnant Soon After Losing Baby: I am unexpectedly pregnant with my second child, and I have no idea how to tell my stepchildren, my family, my friends, or even my husband about my pregnancy. My husband and I lost our first child, an infant, in a horrible accident this past March. We're still raw from our grief and haven't even discussed if or when we'd have another child. My stepchildren have had an incredibly difficult time coping with the loss of their baby brother. I worry my husband will not be ready to raise another child. I worry the same thing about myself. I worry people will think that I got pregnant to fill the void my first son left or that my being pregnant diminishes my grief. I am so overwhelmed and don't know where to begin or how to tell. Please offer some insight.

A: If you haven't gotten any support please consider talking to the people at Share, an organization for people who have lost young children. There will be people who have been through what you are experiencing and can talk to you about all you are feeling. (And Share would be a good place for the family in yesterday?s letter to turn.) I understand your loss is still incredibly raw, and that it will always, always hurt. But thank you for letting me be the first person to be happy for you. Yes, your pregnancy is unexpected, yes, you do not feel ready, but I hope as you work through your complicated emotions you will come to feel joy about this. In the past few years I have known people who have lost infants and who quickly went on to have another child. Everyone in their circles felt great happiness for them. Please tell your husband right away?you don't want to carry this secret alone. And then find some others who have walked this path who can tell you about the boulders, and the sunshine, ahead.

Q. Not Looking Forward to Thanksgiving With In-Laws: With Thanksgiving only a few days away, I'm hoping you can offer some advice on how to deal with my in-laws over the holidays: We will be going to my husband?s grandparents? house to spend Thanksgiving with his parents, grandparents, and extended family. After every meal, the family engages in card games. I'm terrible at cards, but normally I oblige. I wouldn't have an issue playing even though I'm terrible, but one of my husband?s uncles is very competitive and will complain if we are on a team together and will ask throughout the game, ?Why did you do that?!? I hate it. It frustrates and flusters me and only makes my playing worse. I dread going to any family function for this very reason. I would prefer not to play, but would rather just watch?however, this doesn't seem like an option, because there will be an odd number of players. How to I either get out of it completely or learn to shrug off my husband's uncle's complaints?
